I think its siezed completely. Any other trick other than the usual? Or where is the best starter and best deal on one. New one on foster truck is 400. Napa wants 200 anything else to look at?

Yes the batteries are good, wires are all new. I had it running about 1 hour before it happened. The old contacts and plunger looked very good when i changed them, but i couldnt spin the shaft at all. I kinda want it running this weekend and my time is very limited. Dont the brushes have to be soldiered on when replaced?

I susgested batterys because you can have a bad cell or two and still show good voltage but as soon as a load is put on it it acts like its dead (click) how did you test your batterys? with a volt or load meter (cables have to be removed to test properly) BTW
12.8 = fully charged
12.6 = 3/4 charged
12.4= 1/2 charged
12.2= 1/4 charged
12.0 or less is a discharged or dead battery (the above refers to the specific gravity of the battery)
this does not indicate load capacity, but does indicate the charge condition of the batterys. one bad battery can discharge both. battery charge must be above 12.6 to do a load test
if you have replaced the contacts and it still clicks
1. you installed them incorrectly
2. dead batterys
3. poor conections at battery/starter/frame/body, both on the positive or negative side
4. starter has an open
opps I just re-read your post, yes you should be able to turn the shaft, but as a gear reduction starter it might not turn by hand, try gripping the bendex drive with a pair of pliers, the shaft should load up one way and free wheel the other
