I've used rust converters with good success. You brush off the loose rust, degrease the surface with lacquer thinner or alcohol, and brush it on. The tanic acid in the product converts the rust to a stable black form, and the organic component reacts with that and forms a good primer layer.
The one I used actually used the rust to catalyze the organic coating. I got a spec of rust in a bottle of it once, and the whole thing turned into a rock in about a week.
If you sand blast before you use this product, you need to let a surface rust layer form to make it work.
Stuff's used in marine applications, and on bridges and such quite a bit. Easy to use and quite effective.

My cousin used Chassis Saver on a rusty old Jeep YJ frame with good results. It's been sitting beside his house (not covered or anything) for 2.5 years since he painted it and it still looks great. The only change has been that it faded from black to a sort of charcoal color. I'll be using it on my truck soon.

Any way to install a fan at the back of the cab to force ventelate the roof area, like a bilge blower in reverse, or the heater on a Vega that runs continuously?

I will check my RC as well, but...
I am pretty sure there are ridges running down the length of the RC roofs though to make them less flimsy.
I have two good reg cab roof panels, but not spares of the Ex-cab or crew roof.

The best products I've used are rust cutter and fluid film. Clean the rust, spray it with rust cutter (or any acid really). It'll turn white/chalky, use a 3m scrub and then paint. Then fluid film over the paint.

I ended up welding mine, there was a wool like material in between the metal. Mine caught fire when welding it, pushed the truck out of the shop and smothered it. ended up cutting a lip to get my hand in to pull the crap all out. Welded the roof up and have plans on spray fluid film all over in there.
