Turbo Leak?

I have been a longtime lurker and fan of the board, but finally have a question for other CTD drivers. My 96 2500 has been kind of sluggish towing the RV up some steeper hills lately....more than I remember from last yr. Had it to the dealership suspecting a turbo leak and asked them to pressure test it. They charged me $300 to tell me the wastegate actuator was leaking and it would cost another $900 to replace it!.. I said thanks but no thanks and brought it home. I blocked the line from the turbo to th WG to see if I would restore the power...the difference was minimal! I played with it today a bit trying with WG blocked then with the plug removed leaving the line wide open. There is not really a noticeable difference! My question is....should it not be like night and day? I have put soap around the turbo boot connections and on the intercooler to check for leaks but can't seem to find any. Any sugestions? Even with the actuator defective, is it possible the actual WG was stuck open and I wouldn't get any boost with the pressure line blocked or not. How can I check that? Any and all help is greatly appreciated.

the line you are unhooking is just going to the acuater for the waste gate. I have never personally seen a waste gate stuck open but I suppose it would be possible.i would say get you a boost gauge and install it and see what kinda boost you are running.I think if the truck is stock it should be around 28 pounds of boost. If i am wrong someone will chime in and tell you the right pressure.they are very simple to install.you could have saved your self about 200 bucks if you had a boost gauge it tells alot.you should also see about getting a pyro if you are towing.help us help you and fill out your sig so we no what you have done to your truck as far as mods go.Hope this helps and good luck getting her fixed
