Another TPS question

Another TPS question
So after having my trans rebuilt the TPS unit was reading low on the volts. I opened up the mounting holes with a die grinder bit on the TPS unit. I have .045 at idle and the max I can get at WOT is .305 . Truck was up shifting really quick before I worked on the TPS. Previous TPS reading where .030 and .260 WOT.
Maxed out at .305 WOT truck shifts into 2nd at 15 and 3rd at 30. 3rd/lockup at 35and 4th 45mph. 4th/lock is around 55.
But at the .305 WOT TPS reading I have 3rd/lock and 4th/lock issues. Hunts around for lockup. So is the TPS unit bad or do I have a grounding issue somewhere? Electrical issues? I can lower the volts and get my truck to shift good with good OD characteristics. But from what I have read I should have a much higher volt reading at idle and WOT for the truck to shift correctly.....
What type of idle and WOT reading should I be seeing if the TPS unit is working properly? Do TPS vary from truck to truck on volts?
