Fuel selector valve?

Fuel selector valve?

I'm trying to hook up my valve. ? is, should I hear the valve open when I turn the toggle switch on? Shouldn't the valve open at this time? Any help will be appreciated. I'm doing a trial run before I hook everything up permanent.

Really depends on what kind of valve it is.

The valve is a Pollak 42-103. This is the same valve Ford used with F150 trucks that have dual tanks.
