That would be commercial driving... the C in CDL is Commercial... I dont think that people really get harassed for it, but I do know what the sign says, it gives weight or axles...
When I was moving from Alabama back to Idaho I grossed in at 30K, and had to hit weigh stations in states that required it based on my weight... Some states are 26K, and I think some are as low as 20K....

Recreational vehicles/trailers and such are not included in the 'truck' laws and regs, even if the tow vehicle and trailer exceed 26,001 lbs. Only time you need to worry about it is when you are making money, ie Intrastate or Interstate Commerce.
At some point, some states will get picky about the overall length, and some may hassle about combined weight if the truck is grossly overloaded, but for the most part it's nothing to worry about.
