Considering MANY members here are on dial up, animated avatars just don't cut it.

Yes, you can have an animated avatar. Most animated avatars are *.gif format which you can upload. That is of course it meets the pixel and file size limits, which is currently 65 x 65 pixels and/or 19.5 KB.

Admins can determine the type of connection. Contrary to popular belief, the majority of Internet users still use dial up connections.
