How do you insert a pic/icon under your user name?

Go into and click "Edit Options". Towards the bottom of the Edit Options page, there is an erea that will allow you to chose your avatar.
Custom avatars are not allowed at this time.

There are a few to choose from.

Click on "user cp" button, then "edit options".
At the bottom of that page will be the "Avatar" options.

Pick of of them, then submit.
Those are currently the only choices of Avatars.
