Just got it on and thought I'd see that good 14 psi. It comes up to 6 psi, right where my stocker did. The only difference, it will not pull down past 4 psi, whereas my stocker would go to zero. I didn't put the regulator on, so why am I not seeing any higher numbers?

 

Did you put a filter or strainer before the pump?
Also,,unscrew the cap for the regulator spring and stretch the spring a little..

Mine has been holding about 14 drops to about 10@WOT.

 

Pull the bypass plunger out (big flat head screw on the side of the pump, be careful cause there is a spring back there) and use to very fine sand paper and very lightly sand the plunger and the barrel it sits in and reassemble it. That usually helps.
