Shudder, Surge? What is it and what can we do?

Shudder, Surge? What is it and what can we do?
I've read on alot of threads of people talking about surge and/or shudder. I think some call it something else. Some people have it with just injectors others are seeing it with various boxes. Some people don't have it at all.
My truck with the signature below has it and has had it for about 2 years. It has become pronounced now with the new turbo's and is quite annoying. It does it with or without the box. The amount of surge is proportional to the box setting however, and seems to occur at light to medium throttle between 1900-2200 rpm. It will clear up at WOT and rpms>2200.
I am thinking that it has more to do with noise from a sensor, the APPS or a vp44 stability issue than the fueling boxes, but I am not sure. In my case the box certainly stimulates the problem. My vp44 is getting worn @ 182,000miles but is not throwing codes and at full throttle will light the tires in fourth gear.
Has this problem been identified and is there a cure? Before I start throwing money at the problem I kind of like to know what is causing it.

My truck did it a little when I added the jammers and even more with the XZT+. Quad has reduced it a lot with his new tunes. It seems to go away for a while any time I disconnect the battery. Weird.
