Question Scan Tools

I am trying to find a decent scan tool to read the codes on my truck..... Well more accurately I need the scan tool to clear the codes since I can pull them off ot my odometer.... Problem is I cant get them to clear and am not really sure why when I disconnect both batteries and touch the positive cables to ground to discharge any capacitors that still have juice. I even unhooked the ECM to test continuity in a wire last night to the APPS sensor and it still kept the codes.... Its getting power somewhere and I am baffled as to where....

Does anyone know how to clear codes on a 2002 besides the batteries.... I have left them off over night and still they are there when I wake up greeting me like a morning rooster.....

I bought actron for 110 bucks through sears. but I think autozone or places like them will clear your codes for you

We use to be able to do that.... But here in the Great Republic of California we are no longer allowed to do that, because apparently the ASE certified mechanics sued Autozone, O' Reily's and the rest of them and there is apparently a law in the state of California that says they cant do that anymore.... They claimed it was to prevent people from mis-diagnosing their vehicles, but yet you can still buy the code readers and still do it. Personally I think they were losing money not being able to charge you those $200-$300 in diagnostics fees and selling their over priced parts and then charging 4X's the amount to replace them.....

My friend borrowed mine a while back and can't find it now .... I told him that I was going to go buy a new one and give him the bill, and he just bought my old one..... I'm surrounded by idiots....

Ya, It has gotten a lot worse in the past 10-15 years.... California has to be the first do anything stupid, you know like smog checking diesel's that don't have smog equipment on them.... That sort of thing.... I seriously want to move out of here, but have no idea where I would move to....
