need help troubleshooting banks equiped 99

Truck is:
99 Dodge 2500 with banks ottomind from 2000 or 2001
was purchased used and already had banks and ran great and did run well until we lost lift pump

After the lift pump was installed at cummins shop it came back only making 5lbs of boost.

In working on the truck I found oil running down the elbow coming out of the compressor... turbo rebuilt

After putting the turbo back in I'm still making minimal boost... I found a fuse inline to the Ottomind that was blown, replaced... still nothing

Unplugged the ottomind all together and truck runs exactly the same..

What am I missing?? This truck was a great beater farm truck for hauling hay until this happened.

make sure all the wires for the Banks stuff is hooked up ,trace every wire also 5 psi is low look for a boost leak

Update:

did more research thought maybe a map sensor was causing this.
pulled codes p0236 and p0237 cleaned map and iat and did full apps reset.

still no power and it threw p0237 as soon as it started.
