Lockup problem?

My buddy has a 1998 12v with some performance mods and after his tranny blew up on the road the new trans doesnt seem to lockup. It slips and revs between 1800 and 2800 rpms and wont bite in his power range. He has been to several trans shops and the dealer and no one thinks anything is wrong, but i rode with him towing his boat and it definetely aint right. Will a big converter fix the bite or is there a lockup controller to help this? Any info greatly appreciated.

You don't give us enough info to really be specific on help.
Does it do this in all gears?
WHAT power level is he making?
What mods were done to the trans?
Is it a stock rebuild? Even stock it is marginal!!! Stock converters will act that way with added power. Except lock should work.
Many more questions!!!

He bought the truck 2 years old and it was modded before he got it with big exhaust, big air cleaner and i dont know what fuel mods. They were substantial because he sais he used to eat 5.0 mustangs and smoke alot. Now the only way to make it smoke is to load it at takeoff. I think it has to be the converter because it happened when they rebuilt the trans and the engine runs smooth. At full throttle it stays at 2800 rpms thru all speeds until he backs off. I think it may be that the torque just causes the trouble. He had it at a trans shop who put (as they said) a high performance converter $400 in with no difference. I dont believe your average run of the mill trans shop knows anything about a performance converter. What do you think? Does a stock transmission not allow you to put the power to the ground? My truck is a 5-speed so i am not experienced with this.

I had my hi performance trans put in and it would not lock up. They had to replace the hi performance VB with another one. Same thing...they kept telling me because of the new feel, that I couldn't tell when it locked up. BS. I had to go to a different shop, and let them tell the place where I bought my trans, that it wasn't locking up. They replaced the shift selenoid, and it still didn't lock. They wanted to replace the TC, then they figured it was the VB
Make sense?
