lights on/lights off

lights on/lights off
with the ignition turned off the headlights work as should. when ignition is on and truck is started the fog/spots are the the only lights up front. all clearence and tail lights seem normal either way
with fog/spot lights on the hi beam indicator is faintly back lit and switching the hi/lo beam lever to hi will kill the fog/spot lights.
any ideas?
I bet this is a sure indicator that my vp44 is going south!
