Drilling out your wastegate is free, so I'd do that. Do the low buck mods. If they don't work, you're not really out much and can move onto an S300 or other style turbo if you want. You'd just have to change the flange on your hot pipe. I think you can drill out the wastegate to close to an inch, which is bigger than any of the normal cast iron S300 housings.

The shaft of the gt42 snapped during disassembly tonight so that kinda throws a wrench in the plan...
I was pretty excited to see if the gate on the gt could help where the hx falls short. Not sure if it's worth the money to buy new parts for it.

I called a few part houses today,all told me parts are more than a new turbo. One of which told me due model #/application I have, it has a larger compressor wheel (like 75ish) making it A-more of a tragedy I broke it B- impossible to find parts.. Not sure what to believe.
One of the places offers a German made genuine BW/KKK K31 for a pretty decent price. Wondering how that would run under a 60/68 or 62/71.. Some of the S300SX and S300s with T4 housings are pretty affordable. I've got a 14cm WG housing I could rob off the S366 but its cut for a 74 turbine. From what I have read that sounds like too much turbine for the secondary in a tow/street set. Thoughts?
Potentially throwing the budget theme out..

Hard to beat a S475 or a BTH-3B turbo for the price. Both work really well in twins. Of course there are traded off's with K31, mostly being the additional cost of the K31 (its internal wastegated). At that point a GT4202R is the best choice for 3.0 chargers.
