governor arm adjustment and Fuel Shutoff Solenoid

I was reading a guide on tuning the P7100 pump here:

and in the article it is discussing the governor arm adjustment and it says "This should be done with the Fuel Shutoff Solenoid in the run ( or pulled up ) position." My question is how do you accomplish that? Is it done by turning the key into the run position? by manually doing it? Probably a dumb question, but I'm not sure what they mean.

On the shut down solenoid, you can manually pull the lever up. Just stick your hand under the solenoid, and you will feel it.

You have to manually pull it up because the switch does not pull it up until the engine is cranked over.

Key must be in the run position before you lift up on the solenoid otherwise it won't stay up.
