551 spooled at about 1900-2000RPM on my 98 12v with a pretty good port job, and a cam. It's not for towing on a 5.9L of any breed, and while it does spool good for it's size, it is not FAST!!!
You don't have the supporting mods for it anyway...go with a HE431 or 451, one with a 64mm compressor if you can find it.

That's what I was thinking, that or a cheap 351 for a quick power jump and then maybe when I want tp go farther put an S480 or other fixed geom. turbo underneath it. Looks like some others have done that before and had great sucess and no crazy wastegate porting needed!
