Can anyone tell me standard boost pressure on a 98.5 cummings 5.9 diesel and what is a safe level of boost for the standard turbo?

I typically see between 5 and 14 lbs of boost depending on how hard i'm on the throttle. I have never seen my boost gauge rise about 20 lbs no matter how hard i punch it. This is on my 2002, i dont know if they are the same, but at least it may give you an idea

 

I believe 18 psi is stock and there is no need to make over 35 psi as anything over that is overspeeding the charger.

 

Stock boost pressue is set around 20 to 22psi or in the ballpark. Since you have a 98.5 you have the HX35 turbo which is good to about 35psi.

Ive got it set at 30 on the edge juice and everything seems good. However when you back of quickly it makes a pulsing noise from the turbo?
Is this normal..........

 

Yep, called turbo bark. When you have boost built, and let off it has nowhere to go, it comes back through the intake. This can snap a shaft in a stock or weakly built aftermarket, so be careful!
