Block heaters
First of all, welcome to the site. You will find a great deal of useful information here. Remember to fill out your signature with information about your truck. It makes it easier for us to see that than read your profile.
Block heater is already installed on all CTD engines. If your heater does not work (and you are sure it doesnt work) go to Cummins to get a replacement. If you need to find the cord for your block heater, it is on the passenger side between the radiator and headlight.
If you are looking for something that will keep the engine warm while away from electricity, look into an Espar unit. They are pricey but they work well. Typically these are not necessary for most people in the US, but you will eventually see if your situation requires it.
Your best friend in cold weather will be a good set of batteries. This will allow enough power for your grid heaters (air intake heaters) to operate and the engine to crank easily in cold weather.

Actually the block heater cord could be anywhere depending on where the previous owner put it or if they didn't use it at all. Best bet is to follow the cable that enters the block right under the oil filter back to the end of the plug. As they come from the factory the cord is coiled up in that location.
It depends on the year of your truck.
All years up to 2004, the heater was a stock item with the Cummins option.
In 2004, Dodge installed the block heater element in the engine, and decided to sell the cord as a "option".
On my '99 the plug end of the cord was tucked in behind the passenger side headlight.
