you shouldn't re-torque factory bolts. They are torque to yield and are not designed to be torqued more than once.

Factory head bolts are reusable for the life of the engine... as long as they meet reuse specs. and are not beyondnCapscrew Free Length

Most Cummins cylinder head gaskets and upper engine gasket include the capscrew length gauge, Part Number 3164057.
