I installed mine using these instructions.

http://dodgeram.info/tech/mods/AirHorn/index.html

The Horns mount on the lower radiator support, the Compressor, sits where the old electric horns used to sit, the Air Tank on the frame rail on the passenger's side.

On my '99 I remover the rt. bumper brace (attaches behind fender). I then drilled one hole to mount the horns. They will have a natural slope to the center of truck so no water will accumulate. I thenmounted the tank to the frame under rear seat & hung the compressor (oilless) Sp?upside down under bed just behind the cab . I left the stock horns in place & used the stock relay. If I just tap the horn button the air horns do not sound.
