The AFC allows more fuel based on how much boost it sees. No boost, no fuel, so no smoke.

 

I drove a stock 94 recently, I could not believe how slow they are stock.

Lots of good ideas above.

fuel filter
fuel selanoid not fully lifting
throttle linkage (may be a re-call)
lift pump
fuel psi governer

Hey got an update I removed the afc and swapped it for one we had laying around, and now it has decent power. More than stock, and some smoke, not a ton like most 12v with the plate slid, but definitally an improvement, but i still think there is something holding it back, but it may be ok for what the guy wants, he wanted it driveable, cause it was such a pig.
