6.7 turbo swap problems

I just rapped up the install of a 6.7 turbo on my 24v and now I cant build much boost. I went with the fleece controller and I can get the exhaust note to change when i flick the exhaust brake toggle but I don't see a change in temps.
Another thing I have noticed is when the truck is off and I flick the exhaust brake switch I can here some thing is moving in the turbo. So basically im really stumped now on what is wrong. Also one more thing when I drove the truck I managed to get the boost up to 4 psi but that was it. any help would be great

No I haven't I talked to fleece and that's what they recommend. But they also said my turbo might not have been reassembled correcty so I'm debating what I wana do now

Do you have any boost leaks? I agree with JohnyB, you need to tune it. It also sounds like you have a leak somewhere though.
