Does your 99 have 8" wheels or 7"? Can't remember when Dodge made the change. Either way I would say 285/75/16's.
305's and 315's will fit on 8"...but you will get rubbing in hard turns...with stock wheels.

It's DTR, lol. 295/75/16's will fit the 8" wheels fine, I have those on my 01. Very minor rubbing in hard turns on the control arms.

i have 5" lift with 315's on after market wheels. mine will rub on the back of the wheel well, when turning at full lock on an inclined drive way.
