I once stole some sponges from my wife---they are called "Magic Eraser" which is blue and white. The white side is non abrasive and filled with soap of some kind and took the tar right off. It also took the exhaust scum off my bumper...chrome was as shiny as they day I bought it. I did get in trouble and I did have to buy more but they are everywhere and easy to find. Lighter fluid works well too...but I just don't like putting it on my truck.
