This won't work in your situation, but it worked quite well in mine. A neighbors dog kept urinating on my garbage can. This was when I was a kid and garbage cans were steel. I got a large sheet of steel, a rubber pad, and an ignition coil. After the first JOLT, the dog never came back.

Probably not the most tactful response but a polite knock on the door with a plastic shopping bag and in one hand and a plastic spoon in the other.
"The plastic bag is to help you make that mess disappear this time. The plastic spoon you'll need to help make that mess disappear next time I have to come by to discuss this."
That neighbor and I weren't friendly so much after that though the messes did stop.

I don't get what's with these folks. It really isn't that hard to have a 3 cent throwaway plastic glove in your pocket. Put it on, pick up the poo, pull the glove off inside out and put it back in your coat pocket. Throw it in the trash can when you get home. You don't even have to get your hand dirty.
I was staying temporarily, like 3 days at a camp ground one time. One of the resident campers brought her ankle biter over to chit under my camper. I confronted her and she went postal on me, like it was her right to have her dog do his duty anywhere and my duty to deal with it.
I mentioned it to the campground owner when I was in the store buying ice. He stated, "Don't look like she's going to learn."
Said camper hooked up and departed before I did.

Just don't handle it like my Uncle did,,,When you catch them red handed DO NOT get in a heated argument,,,,DO NOT punch out the neighbor,,,DO NOT rub his nose in it,,,the owner, not the dog.

get the picture first. I do like the motion sensor sprinkler.
Send a polite letter first class mail, with your communication. let him know your clean up services are five dollars each occasion on your property.
legal claim in small claims court. be polite. it's friendly California.

We 'had' a neighbor that let their large dog pupe and pee in our yard at the back. Motion sensor lights went on and she never cleaned up after the deed was done. I kept tossing turds in their yard but it never stopped. Hot tub got it next... And then the city stepped in with a warning letter of a $1,000.00 fine next time it happens as well as an enforcement letter to have a six foot locking fence around the hot tub in 48 hrs or remove it.
It happened again...this time with pictures of the owner holding the leash of the dog...but it wasn't me that took the pictures. Our neighbor took them.
They were so upset about all this they moved. I was glad but also thought a simpler solution would be to clean up after the dog and fence the tub.

Can you shoot the owner with a BB gun? That's what I do to unruly dogs that pee and crap on my stuff. Since the owner is letting it happen, I would just pop him....LOL
I don't see how you guys do it. I can't live by anyone that close to me anymore. I need at least 10 acres to park my butt at my house.
