New E-Mail Scam
If you receive the following E-Mail, it does NOT come from VISA
Dear Sir/Madam,
We were informed that your credit card is used by another person or stolen. It could happen if you have been shopping on-line, and someone got your "Billing information" including your credit card number. To avoid and prevent any further fraud and billing mistakes and to refund your credit card, it is strongly recommended to proceed filling in the secure form on our site and applying for our Zero Liability program. Program is free and it will help us to confirm the fact of fraud and investigate this accident as soon as possible.

This is a scam. Do Not respond and delete the E-mail. They are attempting to get your credit card information. All Visa cards have zero liability, one does not have to request it.

Yeah, they're trying a lot of social engineering now. They tried it with my Earthlink account, in a manner quite similar to your example. They tried it with my Yahoo Auctions account, which I have never actually used, so I don't care...
I did go to the "IP address", no-security-certificate web site they directed me to in the Earthlink scam and filled it out with the filthiest language I could muster, telling them what idiots they were to try and fool me. That was just to blow off steam though.
So here's my question, if you get sucked in by something like this, does that mean you deserve it? Maybe I'm too synical.
