First off, must ask the obvious.

Does your computer have any USB ports?

If so, then the controller probably just has/had a conflict so it shut itself off.

It's been so long since I used 98 I can't even remember how to get into the hardware setup.

Start, settings, control panel then system.

Should be a Hardware tab, once clicked on will have a list of all hardware installed.

Can't remember if USB is it's own thing, or if it's under "ports".

If it is having a problem, it will be highlited with a yellow "!".

Right click on it, then properties and try reinstalling the driver.
Will need the original Win98 CD of course.

Hard to troubleshoot without it being in front of me, but is a start.
