HELP me trace a VIN #...
Been having problems with California DMV over the transfer and release of liability of my '91 Dodge sold after buying the '02 - all the proper transfer info was filled out and dropped off at the local DMV office - and they promptly lost or destroyed it, and are now trying to ding ME for overdue registration.
I've long since forgotten/lost the personal info on the buyer, so am in need of his name and current location, as well as where the truck might be currently registered
Anyone here have access or ability to trace VIN #'s, and current title holder and state it's currently registered in? I suspect that since it apparently is not registered in California, it's probably out of state, and all the free online VIN tracing sources don't give the detail I need, and the rest cost $$$.
I'd sure appreciate any info that anyone can provide - and a private message on this board or E-mail is probably the best method of response - the VIN # is:

Sorry I can't check it for ya, but it could still be in California, depending on the state, if the vehicle isn't registered for a couple years, it will drop from the records. If it were to be entered as stolen (just an example) it would stay in for 5 years. When entered as stolen,the entering agency would be advised of any recent query's on that vin. Using LEIN/NLETS (police computer), you would have to check each state for a file on that vin, it doesn't do all at once. So you would have to make an educated guess as to which state it's from. I'm not sure if there's a program on the web that would help.<br><br>I don't understand "overdue registration".<br>The reg should have been cancelled when it changed hands, which could have gotten you a rebate, or since expired. The guy purchasing the vehicle cannot re-register your plate to himself. Usually when money is owed to the DMV, they "suspend" the reg, license, etc., until they get paid. I have heard of them coming after you. You just get a ticket or go to jail when stopped for driving without the license, or reg. They're not gonna suspend the other vehicles you own for this one, so long as they were paid up (i/e check cleared).

As I understand it, if the new owner doesn't register the truck as the new owner, AND the paperwork for change of liability is not submitted by the OLD owner - OR as in this case, the DMV loses, misplaces or destroys that record. the truck is still listed as actively registered to the original owner - without the change of liability, OR a new registration IN the state it was previously registered, the DMV has NO WAY to know any change of ownership has occured...<br><br>And THAT is MY problem - the DMV lost my submitted change of liability form, and the new owner has either not re-registered it, or has left the state - either not bothering to register it there - or even if he has, the California DMV so far has not run an out-of-state VIN check to see if it HAS been registered elsewhere! SOOOoooo, they at this point still consider ME the registered owner, and are pressuring me to pay past due registration on the truck...<br><br>And unfortubately, *I* no longer have the info on the buyer's name or current address to re-submit - it was a year ago - my memory ain't that good, and I *thought* everything was all taken care of once the proper liability form was left in the proper express box at the local DMV office...<br><br>THAT is why I am asking for, and need someone to check out of state registration on the VIN # - I have already done so IN the state of California - as did the local DMV when I presented them with my problem - as was shown in other searches, *I* am still listed as the registered owner - dunno if the DMV will now do their own state-by-state VIN search, or take the easier route and just keep harrassing ME!<br><br>Surely, there MUST be a common, easy way to resolve this that removes ME as the victim - I can't imagine going the rest of my life expected to pay annual registration on a vehicle sold many years previously...<br><br>ANYWAY, I'm still in need of a nation-wide VIN search to try to locate the truck and it's current registered owner - just in case the California DMV is lazy, uncooperative or stubborn...

Gary, just for grins, have you tried the dodge dealer's records?<br><br>I'm not a L.E.O. but I think NCIC is the only way to do what you're looking for, and you have to be a L.E.O. to use it.

NLETS is the system that gives police info on out of state registration, but it only checks state-by-state. The vehicle probably wasn't transferred to a new state as money was owed to CA, and they wouldn't release anyway. NCIC is what keeps track of warrants and stolen entries.<br><br>The insurance company would be a good lead, but the new owner probably couldn't re-register because he wasn't insurable anyway.<br><br>Gary, if you haven't, I would submit a new form in the mean time. Just in case something else happens. What exactly is this "fee" for? As I tried to say above, most states just suspend any registration activity until they get paid.<br><br>Unfortunately your another victim of a very poor system. Michigan is the same way. Our dept sends letters to last known owners of vehicles towed from the freeway. If they don't own it anymore, the burden of proof is on them. You may have to get creative with a sales receipt. The only other thing I can think of would be to contact your local legislator, and lean on him to help clear this up and push for a better system. Sometimes they actually do listen to you.
