duty at the border

duty at the border

Can someone help me understand duty. I have bought a few things over the net and have been charged duty and have not been charged duty. My truck now needs injectors(again) and I was thinking of F1's. When I ship my injectors down to them and when they ship my repaired injectors back.Will I be charged duty be they get back to me?

From what I have heard, if you use USPS instead of UPS you are able to avoid paying duty.
