So what is a guaranteed safe way to sell something, i.e. a truck, to someone out of state? How about a bank to bank transfer of funds?

Hey-HEY!! Ya ain't gonna go around blaming missing funds on me, then saying something about the IRS!! I got a good buddy that works for the IRS, and he's on the DTR! I don't need them guys sniffing around my house, I pay my taxes!!
