About drinking and driving...
Part of the over-all problem of drinking and driving is the perception of being drunk. You stated that .14 is not that much in the grand scheme of things, and it may not be. But it's still almost double the legal limit. For someone like me, .06 will get me stumbling, mumbling drunk. How many beers is that? Not many!
What needs to happen is a change in the way people look at operating a motor vehicle and drinking. Legal limits need to be set aside in favor of a mindset that if ANY alcohol has been consumed, then there should be NO operation what-so-ever. Most people have no idea what .08 feels like, and everyone is different. You may be perfectly sober up to a .10, then there's me that's falling down drunk at .06.
My original post was intended as a joke, yes. But I'm very serious about the actual topic of operating after consuming.
My mother and I were almost killed by a drunk drive, so I can't see the humor in this.

You can´t sail and drink either, just last week a russian captain was removed from a 250ft coaster.
Radar showed he was on a wrong path, couldn´t radio him, tried to have other ships radio him with no contact.
So they send a helicopter, and they hang right outside with that big projector straight in the guys face, no response.
So the helicopter lowered a guy down, and another crewmember showed up, they tried to get the captain awake, then let him sleep and got the boat on the right way, captain was later tested to 2,18 0/00.
That´s about 5 times the limit for operating anything around here, so he ain`t going nowhere for a while, and he´s ship has sailed, they got another captain, sober I assume

He´s got a good chance that he´ll at least be less drunk, who in their right mind stands alone, at night, steering a 250ft boat through narrow waters, looks at a bottle of vodka and thinks " that´s a GREAT idea" ???

I was not present for this boating incident but I did see the damage. Nobody was injured...just the boat.
Friends of mine where out on the lake at night trying to find the river mouth to head up river to a party. Operator asks another person to get the big flashlight so they can see whats in front of them. He bends down to pull another beer from the cooler while buddy kneels down to dig out the flashlight from under the back seat. CRAAAAASH. There is/was a railway tressel that went across the river mouth. It had diagonal supports adjacent to the main timber supports.
As both of my friends where bent down or kneeling, not seeing anything, the boat went in between the diagonal support and the main upright tearing off all of the windshield and clipping the dash/steering wheel.
Speed was estimated at about 15 mph. I think they were going much MUCH faster. Had to drive the boat back with a crescent wrench.

I picked up a guy one night for DUI. He couldn't drive for squat but had no problem walking. He tested at .34. The operator recalibrated the machine because he thought it was broke but the guy re-tested at .34 again. It took over 24 hours before we could release him. This wasn't his first DUI.
Another boating story with not so happy ending. Two guys were in the bar most of the day, closed it. Took a couple girls they met in the bar for a boat ride and powered straight into a rock bluff at an estmated 45 mile per hour, all four dead within 15 min of leaving the bar.
I know this thread started as a joke and have to admit it was funny but there is nothing funny about mixing alcohol and machinery.
