We had around an '03 or so explorer for our supervisor vehicle at the EMS system I work for, it was ok, took quite a beating, rode hard and put away wet kind of thing, although we did have some issues with head gaskets a year or 2 ago, but again it was drive far harder than most will ever drive one. It was just replaced with a new hybrid tahoe.
I would highly recommend either one. My wife currently drives a 98 Expedition. It has over 200,000 mi on it and I wouldn't be scared to drive it cross country. It is a great vehicle and very comfortable. When we do get something different it will probably be another Expedition 04 or up. But the Explorers are good. I bought a 91 Explorer years ago for my teenage kids to drive they put 185,000 very rough miles on it before it finally had front axle issues.
My oldest daughter bought a 95 Explorer for herself it has about 150,000mi on it and she loves it. She plans on downsizing to an Escape in the next year or two. It is a 4X4 and has the 4.0 and gets 15-21mpg.
Our Expedition gets anywhere between 12-17 depending on conditions. It is a 4x4 with the 5.4 with a towing package. I have heard that the newer ones do a little better.
