I would suspect you seized the injection pump and damaged it when you hit the water. Any cool water on a hot injection pump is fatal.

Also, do not look at a used engine with a VP44 as your salvation. You will pay less for a good rebuilt VP44 from one of the high performance shops than the price of that used engine, and you will then know you have a good pump to start with.

Sorry, but a good VP44 and cheap don't seem to go together. My experience says a rebuilt injection pump will cost between $1200 and $1700 depending on what you buy and where you buy it. If you want a baseline to compare from, I would call Cummins Southern Plains in the Dallas area. All you need is the serial number off the engine and they can quote you a new or rebuilt pump. Then, if you want to look elsewhere, do a search on "VP44" on google or yahoo and you will find a number of folks now offering rebuilds. I would check out Blue Chip Perfomance's website for information on VP44 failures http://www.bluechipdiesel.com/inject...pfailures.html . They also sell rebuilds.
Have you checked for codes? You will need a scanner to check your 99. Auto Zone will check it for free. Just have a notepad handy to write down any codes.

Good Luck
