Turbo Boost Low.....
(With Stock Turbo))Our average boost for driving is only around 10 or 15....We have gotten boost up to 20 pulling a horse trailor going up one s.o.b of a hill....Is there anything wrong with this, is the turbo dieing?

It sounds normal.
The boost only comes up when the motor is pulling hard,,, the harder the motor works,,,, the more boost you make. Mine ran 18-20psi on hard pulls towing the 5er when it was stock. With the mods I have now,, I can peg the 0-30 gauge. Normal highway driving empty runs anywhere from 0 to 20 depending on how hard you push on the GO pedal. The more fuel you put in,,,,, the more boost you make. Air density, altitudes and temperature can be factors also
I like to periodically check my inter-cooler hose connections to make sure I don't have any loose. If you aren't experiencing any power loss or excessive smoke, I would say it's running normal. Just my $.02
