truck surges at a dead stop!

My truck is in the shop today for the EXACT same problem. It has been doing it for a couple of months. It has even shut off when I came to a stop. At the same time the water pump started going out but I don't there is any connection to the two. Hope to hear something back today and will let you know what they say.

when it is gear and surging with my foot on the brake i can put the gas pedel to the floor and nothing will happen wont rev or anything????
but you put it in park or neutral the idle comes up to 800 not 750 were it should be and i have full control of the gas pedal???
any ideas??? tps?
