Transmission trouble

2000 Dodge Ram with Cummins . Transmission is having trouble shifting. I have to let off the throttle in order for it to shift . Any ideas ?

Some kinda pressure selonoid,(or governor something or other) someone who know's what they are talking about will chime in here soon.

The governor transducer/solenoid prob is usually accompanied by the trans not shifting down into first when coming to a stop. For a trans not shifting you would need to monitor the gov psi. with a scan tool. Another common prob is that if the 2-3 shift can only be achieved by letting off the go pedal, the front piston retainer seals could be leaking.
