stock position is dead center

If you set the plate farther back, all you are doing is actually limiting fuel to the pump. I have ran the plate back and have not had issues with the governer stopping it, BUt the truck did run slower and i had no smoke.

Not true, the position is different on every engine, they are individually adjusted. That's why it's always a good idea to mark the position of the stock plate before removing it. If you have the the stock plate sometimes you can find were it was originally installed by the screw marks on it.

When I first did mine it was already full forward. It came from factory like this. I have worked on several that were completly stock and have never been touched and have only seen one other that was full forward from factory. Infidel ,why does it vary so much?

Each engine is adjusted on a test stand before it leaves the factory to meet smog laws. My guess is the range of adjustment the plate has is designed for smog, not for more power. I have also come across a couple of stock plates that were full forward and the housing covers for sure had never been removed.
Same with the AFC housing and starwheel, they are are in all different positions as they come from the factory.
Can't vouch for it but have read that each engine is run for at least five hours, fine tuned, the oil and coolant drained before it leaves the Cummins factory.

jaconst, timing and plate position are two different adjustments. The plate limits the amount of fuel delivered according to rpm and load. The effect of moving the plate fore or aft can be noticed in movements of a hundredth of an inch, sliding the plate full forward is actually a pretty drastic adjustment. But it works...

The timing determines at which position of piston stroke that fuel is injected and is adjusted by moving a gear on the front of the engine that determines the relationship in position between the injection pump and the cam.
