To have that many codes you must have bad ground connections or loose connections somewhere. Check all the grounds on the engine also check battery connection are clean and tight both battery's check good and are charged. Clear the codes and see which codes return. The only code that would cause a no start is P0148-HIGH PRESSURE COMMON RAIL (HPCR) CHECKSUM.
You need to do a injector return flow test, one injector with excessive leakage can cause a no start. If you get it to run with a shot of propane or eather then you have excessive leakage. You can try capping off using tool 9011 at each injector connection on the rail. You can cap off up to 3 injectors total at one time. Just make sure you NEVER loosen or open any high pressure connections with engine running, you can get injected with diesel fuel at 25,000 PSI. into your skin which can be fatal.

Ok I think I need to elaborate a bit on the codes The cooling fan ones I had goten before after my turbo blew up The codes for some reason never kicked the check engine light on. The intake heater ones are from when I unhooked them to start the truck with eather. The PCM code is from lots of cranking without having the battery charger hooked up. The lift pump code is from running the truck with the new lift pump wired to a spare termanal in the fuse box and old lift pump removed, but I do have the new lift pump wired in to the lift pump wires now.

I hope to be able to work on the truck on monday been a really busy weekend worked a double friday night wahoo overtime aka "parts money"
I will keep you posted on what I find out
thanks so much for all your guys help thus far

going to rodeo on saterday hope to drive my truck there!
