now both trucks are acting up! LP's..
Just changed the fuel filter in my wifes 99' dodge 4x4 auto, 160K,(her truck is identical to mine except for hers is grey and mines red) and cycled the key to activate the lift pump so i could bleed the air out and NOTHING, no lift pump running
. Checked #9 fuse and its OK, checked for voltage at the lift pump and my test light (one with a light bulb and a probe) it lights up and flashes for a few seconds when you bump the key and goes out after you let off the key, not even steady voltage but intermitant flashing! What the heck does that mean? It runs fine and has plenty of power, how could that be if the lp's dead? I had a remote start put on last fall, could they have screwed somthing up messing with the wiring? Now both trucks are down and gotta go to work monday

If the lift pump is not cycling and there is power to the connector, it is burned out. Most likely it was on the fritz and not working before you changed the filter, and now you cannot purge the fuel system.
The VP44 will run, but gets damage, without a functional lift pump if they are fully primed. About half the LP failures are found after fuel filter service when the lift pumps no longer work to purge the system.
I hate remote start kits, they create all sorts of gremlins, but mostly with alarm systems.
I would jump power to the hot side of the lift pump circuit and see if you can bleed the system and get it running. If that works, then you are likely facing a problem in the VP44 injection pump control board (they are built-in and cannot be replaced without replacing the injection pump).

Open the hood and locate the engine data plate located on the left side of the engine timing gear cover
If the engine serial number is 56662576 through 56671920.
