Need Help From Idle to 1400 RPM and Back

My son has a 2001 Dodge 2500 it starts and idles great, when you step on the peddle it jumps to 1400 RPM and when you easy off the fuel it jumps back to idle. Nothing more or less just 1400 rpm. Any one know what's wrong and how to fix?
Hello to every one here, this will be my first time with you all.

Any trouble codes?
Sounds like the APPS, throttle position sensor.

Silly thought... some years you HAD to have your seat belt on for the truck to be "drivable"...

Could be APP or ECM I have seen both cause that issue. Need to have it scanned for DTC's and go from there.
