New key switch for a '94 is about $30 at Napa.
You don't have to change the key portion of the switch but will need a security torx bit to remove it.

I don’t think it is the switch because the switch part does not have the spring in it? When you turn the key to the start location it does not spring back?

the ignition switch is 2 pieces, there is the key cylinder and the electrical portion, more than likely the problem with yours is in the electrical portion, it's a pretty easy fix, just a handful of screws.
