Help Installing A Reese

Help Installing A Reese

I am installing a Reese 7500lb and I cant get this thing to bolt up. The directions say that you do not have to drill but I dont see any other way. What am I doing wrong?

One of the holes looks like it might line up but the bolt is ALOT bigger then that hole. The directions say to use the two 1 inch holes in the frame.
