OK,
So the starter works but there is no power to the smaller "trigger" wire to the starter. The relay seems to work, and the fuses are fine.

All the ground wires seem to be fine?

I'm going to look at my truck for a while and see how things are connected...I'll get back to you when I can...I'll be thinking about this

Good luck!

I know you said you checked in dash fuses but (I would recheck ) in cab fuse panel bottom right should be a red(10A) for ignition. Also try maybe disconnecting both batteries, might reset something(okay I'm grasping at straws) , good luck.

If it's an auto, try holding the shifter up while trying to start it... Maybe it's not making the Park contact. Or try starting it in Neutral. ?????

On my truck the starter fuse is a 30 amp and is on the right bank of square fuses near the top...third or fourth down (its on the chart on the back of the lid). My truck is an early 2001 so the wiring should be close to yours

OK it is a manual...so is mine...it is possible your clutch switch is bad...I'll look at my truck to see if I can see it....stupid question...but you don't have a floor mat or something wedged up there...the only reason I ask is because I was given some "extra tough" floor mats and one slid up and when I pushed in the clutch to start the truck, I didn't floorboard it and I had a panic attack when the truck wouldn't start...pulled the mat...fired right up.

Ok look under the dash where the clutch linkage goes through the firewall. There is an electrical switch with two black wires coming out of it and they lead to a green clip below. Maybe that clip is loose? Try fiddling with it. If you have a continuity checker, pull the clip, and on the clutch side of the circuit see if the circuit gets closed or opened when you push the clutch in.

"may be starter wasnt bad after all."

this didn't start happening after a new starter did it? I got the impression you had the starter rebuilt after this problem happened?

I am starting to run out of ideas.
