I don't think ECM would prvent your FASS from running........... but not sure.

It sure sounds like some other electrical issue to me.

Reach up under the PDC and gently tug each and every wire linkage. Look for one that is elastic, and I bet you find a blown fusable link.

replaced alt still the same the NO BUSS light comes on now checked every wire and nothing if i giggle the ignition the lights will dim or flicker could this be it has any ones truck die while driving because of the ignition i was messing with the tilt the day before getting my truck ready for the spring fling has anyone heard of this before

There is a connector in the steering column that has a history of too short wires. I would look in this region (lower side of the steering column) and check that each and every wire has a proper connection. AFAIK the PCM will power up the bus only if it sees voltage on one of the pins running from the key switch over that connector. This in turn leads to a whole lot of other problems, basically the brain isn't attached so it won't charge, run the AC, operate the gauges etc...
It could also be the ignition switch causing the problems but your mentioning of the tilt leads more towards the wiring loom in the column..

they checked the steering and found no loose or crossed wires all grounds are good batteries are good altanators good it starts up fine and idles smooth just the trottle and gauges wont work and the fass is not kicking on i dont know i think it might be the ECM now since that controls everything should of went with a 12v

You say that the batteries and the alternater are good, but how do you KNOW that? Have you measured the voltage at the battery with the engine off and with it running? If so what is the voltage?

its in the shop right now they tested the batteries and the alt the truck starts up fine the ecm is not working juice is flowing to the ecm but not out of it
