If it is ABS, it's almost impossible to repair. Some plastics can be "welded." Harbor Freight sells (or sold) a hot air plastic welder cheaply. Some plastic suppliers/fabricators can weld plastic tanks, depending on the material type. Look in the Yellow Pages under plastic and call around. You might get lucky.

Before any wise-acre asks, no you can't use mig, tig, or stick.

NEVER weld a fuel vessel, plastic of steel. The fuel gets in the pores of the metal and unless you completely degrease the tank there's fuel to burn- plastic welding works by heat too.
I would just replace it.

Contact the highway department and the contractor. Make them understand they are responsible for the repair bill.

Just got back from talking to DOT and the GC, dot inspector explained to GC he WOULD fix my truck, along with the 7 other vehicles hit by debris. those are only the ones that reported it. seems the concrete forms were just set up and tacked not nailed off. lil wind tore it apart and sent it all over the highway.
I'm still amazed the state patrol didnt freak about fuel i lost, figure 30 gallons in a mile. ya sure can see where i went .
