ECM fried on Boss' Cummins??

I work at an auto shop, my boss drives an 01 Cummins auto, he has the in-tank retrofit, along with the stock lift pump on the block running, The last few days he says the trucks been starting hard (start and stall), and he says the fuel pressure is way lower than it should be, I replaced the lift pump today, and I noticed that when I revved it up cold there was a ton of white smoke, changed the pump, it ran good, good FP, just fired it up to replace the filter, and now its done, The lift pumps will not run when the key is bumped, will not start, all fuses good, and dont have any power to the lift pump. Have a code in the PCM P1694: No bus messages recieved from engine, and P0123, TPS voltage high, They come back immediatly after clearing, and I cannot communicate with the ECM, but can with the PCM, I have checked the ECM connector and its good and I have a good ground, Does it sound like a dead ECM?

From: North Carolina or Kentucky. Take your pick
There is a tool by Cummins that will allow the VP44 to run without ECM. If engine runs with tool then ECM may be toast. If no run than VP44 is toast. The code could also be result of VP44 locking down the ECM. JMHO
