The best thing to do is to measure the fuel pressure (post filter)....this will tell you if the Injector pump is getting adequeate fuel supply

You have some good Cummins shops in ga, south side of Atlanta I think.

I would check the lift pump and if you can get it running, clean the battery posts.
This past january, I was in south florida when mine was doing a dead peddle thing, low power, running very quiet, then really clattering. A timing issue, so I refuel it and checked the codes.
I got a 1698 ?? and 0216. Death to the VP.
I started to call travel companion guys and just Kept driving it . Go home the next AM and it was sick, Smoke, missing, poor mileage. Thought it wouldn't start the next day but it did. Reset the codes, cleaned batter posts and drove it. Codes came back, reset again. I was determined to run it as far as it would go. After 2-3 weeks past, putting up with it thinking I'd get a ticket for the smoke it would belch!!
One day getting on the interstate, in heavy traffic, it went into the dead peddle thing, I floored it, it shook Real hard, belched , then took off and I merged into the traffic. Checked mirrors and two lanes of the interstate were BLACK with fuel!!!!
Now, it is running fine, mileage is normal 17- 19 and the codes are gone.
I would like to have someone tell me what is going on!!!

I don't know but my 99 gives me the same 0216 code and does the dead pedal things about every five miles now a crusing speed. It's getting reeeeeeaaaaaaaallllllll old. It's gotten steadily worse over the last month or so. Maybe I should floor it and see what happens

Keep me up to date and don't forget to post a fix if you get one
