The diesel 911 works well so use that to get started. Then check the local diesel stops to see if they are using winter fuel.
I'm surprised you have trouble in NY as it gets cold there too. Since you have low miles I'd suspect you have summer fuel and not winter fuel.
When traveling with my 99 I check the routes for fuel stops. When going north to south and back be especially careful. I add the white Power Service for anti gel if there is a question.
We have as much as 20 % bio here but it is all treated for winter. I have not had problems for years even without additives. It was 28 below last year and it started fine. Fuel pressure was down some for a while but it never gelled.
