99 cummins wont crank

I have a 99 dodge 5.9 24v cummins. recently was having problems starting, acted like the batteries were dead so I had them checked and they are good. while the batteries were out I replaced the starter once starter was in I put the batteries back in turned key everything seemed normal wait to start light went off tried to start and nothing, so I checked the starter relay replaced with trailer relay and still nothing. I wound up jumping it across the starter and it fired right up runs normal however I have no blower motor, no speedometer, air bag light is on all I can figure now is the pcm is bad or maybe all the relays. can I check the codes without a tuner in the 99. any way to check the pcm.

You will need a scanner for the '99. If you have an Auto Zone near by, they will read them for free. I know it's a looong shot, but you might try disconnecting both batteries again, turn the key "on" and let it sit for an hour or so. Be sure to turn the key "off" before you reconnect the batteries.
